Keep in mind, as with all other cards, your id card's validity may be revoked if it is not used for 3 months. The best way to check if you're eligible for a replacement id card is to go to the state's driver's license or state ID card office and ask for one. And if you have applied and are still waiting, you may be able to expectinder yourself a free id card within a few weeks - at the very worst, you may be able to apply for a free card within a few months. The big difference is that you will not be able to use your id card number if you have been convicted of a felony or if you are currently serving a sentence in any criminal or mental institution. Issuers have been discontinued and most recently replaced with online IDs and other attestation systems.
