If the card is in a hard copy format, such as a passport, then it would need to be photocopied and stored in a safe location. This would be a longer process but the result would be the card being able to be used again. If someone is not able to find their id card, then they should reach out to the Hong Kong police. The police may be able to help hunt for the card if it is lost or stolen. Why lose your id card? There are many reasons as to why someone might lose their id card. Misategorizing the event as a loss may lead to a misunderstanding.
